There's a few servants here, some from our war - Rider - and others from the Fifth War. That comes ten years after our own, by some stupid accident of the system. As for the other magic you're picking up on, that's the nature of this place. It's more like True Magic, omnipresent and accessible to all that decide to learn.

[Gilgamesh can't come into the Barrel, that much Waver will put into law. he cannot be there, because Rin will lose it, and Rin's far more important than the healthy fear and respect he will always maintain for Gilgamesh.]
Something you'll need to know: the monarchs here do remove powers upon arrival. I'm loathe to share this with you but you might want to check on your access to your Noble Phantasms. If they aren't present, the monarchs expect you to do favours for them for such returns.
