The problem with this is it's less "casually glancing over" and more "staring in a way that's mildly unnerving" for three minutes straight. Still, he's here, he's in his priest garp—which for this world means a lot of fancy robes—and he's taking more interest in Archer than the cup of wine in his hand, or really anything else at the moment. Yep, this one can creep right back.
He does approach the red Servant eventually. And he won't seem to take ignoring him as an answer; Kirei deliberately steps into his line of sight, and he speaks up once he's close enough, repeating himself quite firmly if it appears he hasn't been heard.]

[ it's just bad luck that archer happened to take his seat on the couch where korra had left her pack while she went to grab a thing or two to eat, but now that she's back it's a little Not Cool for her to find this guy sprawled out with his leg over part of the bag.

But he finally tears his eyes off the crowd, and focuses properly on Korra — albeit briefly — before he shifts, and wordlessly fishes the bag out from under his leg to hold out to her instead. Despite being plenty heavy with camping gear, he holds it out to her with two fingers just hooked under a strap, arm not even quivery from the effort. D rank strength is still better than human strength, I guess. ]
